-open some huge project (in my case it was 'profiler' project from netbeans)
-wait until it is fully loaded and scanned
-close this project
The IDE starts to 'scan projects', scanned files are those in the local nb repository (therefore it seems to scan closed
project). This behaviour does not occur each time and sometimes the scan is finished before the user realizes that
something wrong is scanned.

Is this really a duplicate of 165093 ? This one says that when the project is fully scanned and finished scanning, and you close it, it starts scanning. Closing a project should not trigger scanning.
