Not reproducible for me.
Happened to me on yesterday's PHP Build from sources, Ctrl+F5 debug project (PHP), from dialog thrown (dialog asked
whether client or server side debugging should be started)

Probably nothing we can do about it until there is reproducible test case. Closing the issue.
