Uninstall the Projects module and restart the IDE. After the restart there will be missing the Project tab in the Explorer. Add the Projects module and you 
will see that the Projects tab is still not added. 
Workaround: Create new project in order to have the Project tab visible.

The projects tab should always be visible even if the projects module is disabled and it should display 
the workplace node. This is the default behavior of the simple project implemented by core. In order to 
get some project opened you should either to open it or create new one after you install the projects 
module.
