Right now when you try to mount a new FS you're presented with mounting:

VCS
Zip or Jar
Directory

  in that order. The order should instead be:

Directory
VCS
Zip or Jar

   My assumption is that directories will be mounted most often and Zip/Jar vs 
VCS are really a preference thing (I don't use either).

This is in direct contradiction to #20015, please sort it out in that
issue, refer to nbui as needed.
