Build Forte for Java CE, build 20010725-0210 on JDK 1.4 beta 72

Problem:

If you set Process property for external Browser (Command Line), then this 
property is not reflected. If try View any html page, then you will see message:

Cannot create process. Check that a valid external browser property is set in 
Options | Web Browser.


This occurs only with JDK 1.4 (I have beta 72). When I used JDK 1.3.1, then it 
works correct.

I don't see this behavior in the 010803 build on Solaris 8.

I am using the following configuration:

 Product Version       = Forte for Java, CE v. 3.0 (Build 010803)
  IDE Versioning        = IDE/1 spec=1.2.2 impl=010803
  Operating System      = SunOS version 5.8 running on sparc
  Java; VM; Vendor      = 1.4.0-beta_refresh; Java HotSpot(TM) Client
VM 1.4.0-beta_refresh-b72; Sun Microsystems Inc.

*Note* I specify the browser to execute as "netscape {URL}"
on the property sheet for the command line browser in Tools Options.
"netscape" is on the path in the shell I used to start the IDE.

Is there any special step or platform needed to make this occur?

This is windows specific problem on JDK 1.4 that occurs when the path
contain spaces

Verified in NB 3.3 RC1.
