The same should be done for CSS Node if there is not CSS in given html document. Each node should be shown just with 
some child.

The current behaviour is intentional. The navigator shows root nodes for all possibly embedded languages if there is
more than just one language embedded. My motivation was to eliminate the flickering of the navigator main nodes when
user creates/deletes some embeddings. However it flicker if there is just one lang and user adds/removes second one anyway.

The described behaviour makes sense to me, I belive to HIE should design this.

there's new html.navigator UI so the issue is irrelevant now.
