After take look into netbeans/ext/lib/servlet.jar, all its class dated
on 2000-11-20. This is far old servlet api implementation than current
daily servlet & jsp programming. Since I write Chinese Big5 jsp file 
and test it under Netbeans. However will not show correctly on web browser.
But same jsp file works fine on even Tomcat 3.2.1. I had to get OutputStream
from jsp's responce and construct a new InputStreamReader with specified
encoding (big5) then able to display chinese. I think this might because
Netbeans use old servlet api and should upgrade it to Tomcat 3.2.2 .

Tomcat 3.2.3 is latest 3.2.x release. There is also 3.3 line.

Target milestone -> 3.3.1.

The next version of the IDE will use Tomcat 4 and Servlet 2.3-
compliant servlet.jar, so this will not be fixed.

Resolved for 3.4.x or earlier, no new info since then -> verify.
