Navigate to: Tools > Palette > Swing/AWT Components > click "Add from library" button. There is a missing mnemonics for
the "Manage libraries..." button in the "Install Components to Palette" dialog...

This panel is provided by LibraryChooser => reassigning to projects/libraries for evaluation.
