If one found exception, tried to submit and this failed then there is no
way to retry. IDE just informs about failed action and advices to visit
web site to know more. I believe this is useful to make it possible to
retry as many time as one wants.

I agree with you, this would be very useful and I would like to have this feature.

I will just note that there is a workaround for this - you can find the stack trace dump in the IDE log (go to "View >
IDE Log File"). There you can just copy the stack trace and then you can submit a normal issue and attach the stack
trace to it.
