1. Create a new plain web project, ee1.4 or ee5
2. Add a new cascading stylesheet and double click on it from project window
>there is no syntax highlighting for the default root rule. Style Builder says no CSS Rule
  selected
3. Place the cursor in the body of the root rule
>still no syntax highlighting , and get "No CSS rule selected" in builder and preview

4. Cick on style rule editor and create new rule, e.g. html body 
5. Ok. Now syntax highlighting returns and style builder is activated.
6. Populate body rule with background color -> yellow.
7. Close file, save, close and reopen project and open the same css file
>Same issue: cannot activate style builder with cursor in the body rule. 


Same issue with VW ee1.5, ee5 projects.
