A tool to submit bug reports and feature requests should be  available from the NB IDE, maybe assisting filling in the issue fields (for example choosing 
component and subcomponent automatically depending on the last focused component). and adding automatically and the end (or the begin) of the 
description the information took from the NB about dialog.

Where is it done? There is no menu or button that allows me to open an issue (both a bug or a feature request).
I definitely not speak about the Crash Report tool, but of a tool that avoid me to open thisHTML bug system that requires so many clicks to open an issue, 
attach some images or files, and so on.

fixed long time ago, we have exception reporter client embedded in IDE since 6.5
