Hi in the NB6 Beta 1 it is for me not possible to create Bean Variables via the Navigator. 
I have done
* create visual web app
* click into the designer page
* in the navigator view I have 4 items (page1, RequestBean1, SessionBean1, ApplicationBean1)
* click on of the beans with the right mouse - popup opens
* in the popup the add menuitem is disabled (in the NB5.1 it was enabled!!) and thats in my point of view the error!!

Unfortunately for now this is not supported, see issue #94193.
