After I click Review and Report a Problem, the dialog disappears and nothing happens.

This behaviour seems to have re-appeared... in NetBeans 7.3.1 after I get the notification regarding this: https://netbeans.org/bugzilla/show_bug.cgi?id=228666 when I click "Review and Report Problem" the dialog just closes and nothing happens.

That is a different bug. Our server is down. We are negotiating with its admins to get it back to functional state. May takes weeks.

Meanwhile report your bugs manually please.
