reproducible in netbeans-hudson-trunk-321-full

if user starts ide with empty userdir, palette is not opened for newly created
diagram.
After expanding/collapsing e.g. properties window, palette window appears as
opened or at least as minimized.

steps:
- clean userdir ("C:\Documents and Settings\avk\.netbeans\dev" in my case)
- start NetBeans
- create new java-model uml project
- create new diagram
diagram is created and opened.
BUG: palette is not opened and is not shown as minimized.

workaround: open palette using 'windows | palette' from main menu bar.

it is a regression from previous release.
