in build netbeans-6.0-nightly-200705310000-full-windows.exe

From a fresh userdir,
- create a new uml project
- create a new diagram of any type
Result: when project creation completes, new diagram is opened but no palette

palette is now open by default. Maybe it fixed in the options already.

In build netbeans-hudson-trunk-635-full.zip (070613), starting from fresh userdir has no palette again by default.

There has been some changes in NB palette area recently that might caused this regression.  The problem seems to be
corrected  after saubrecht checked in his fix for the issue 105200.   I tested with today NB build 070618 and uml
palette did open when a diagram was created.
