Creating of New/Open project (Project->Project Manager->New/Open) causes saving 
of current project. This action is transparent to the user. There should be 
dialog to allow user agree, disagree (also cancel) this.

I think that's correct behavior, it's similar to the exit of IDE, when project is also saved 
automatically without asking the user. Moreover in the Nb 3.3 settings will persist automatically and 
there will be no SaveSettingsAction anymore.
