The components on the tab panes in the Library Manager should not shift. 
Currently the placement of the list of jars and the buttons shift when changing
selection between a Class library and a Component or Theme library.  The list of
jars moves slightly to the right and the move down a little.  Another
inconsistency between tabs is the Javadoc tab, because the the text "Add
ZIP/Folder..." is a few pixes shorter than "Add JAR/Folder..." that makes the
buttons slightly narrower and therefore shifts makes the list a little wider. 
Therefore when switching to/from the Javadoc tab the components also appear to
shift.  Although all of these shifts are minor, they still seem to be a little
distracting to the user.

This bug was reported against NetBeans IDE 6.0 or an older release, or against a non-maintained module. NetBeans team does not have enough resources to get to this issue, therefore we are closing the issue as a WONTFIX.
