A company that is building on NetBeans is requesting the ability to lock down
the splitters in the main window - basically some attribute that could be set on
a TopComponent or Mode that would cause it not to be resizable.

Obviously there are some problematic aspects to implementing something like this
(i.e. if the main window is too small to accomodate the size of several
components with locked splitters, what should happen?), but probably a simple
implementation would be acceptable.
