For zh, the URLs seem to be:
http://www.netbeans.org/updates/cpp_pack/cpp_pack551/zh/catalog.xml
http://testwww.netbeans.org/updates/cpp_pack/cpp_pack551/zh/catalog.xml

These urls are fine too, if that is the convention followed by NetBeans itself.
Robert: Pl. advise as to the convention followed by NB; whether NB uses 'zh' or
'zh_CN'. We will also use the same for c/c++ pack 551.

By mistake, I created zh catalog instead of zh_CN
It is fixed now - zh_CN is available.

Netbeans is using zh_CN, but older cpp_nb55 used zh only.
If it is OK, lets align it with what NB use.

Agreed. We will use zh_CN.
