VetoableChangeListeners does not recieve any changes, if they are listening on 
org.openide.src.Elements.

Indeed, locked operations were not treated as constrained by default. I'll 
changed it - now parser is the one who could be possibly shot down since it 
must disable the constraint checks :-)

Fixed in 3.2.13 & dev-154
