Steps to reproduce:
---------------------
Have a mounted any type of FS(could be jarFS, normal, CVS FS)
Right click on any unknown type of file which is readonly.
You see disabled action: Convert to text

As designed. Converting to text changes the attribute of fileobject which is not
allowed for read-only files.
Probably the solution could be to implement view cookie for default data
objects. So I changed this issue to enhancment and reassigned it to core.
