Applying a patch is directly related to versioning. Patches are generated as a
diff from a separate remote or local version. So the Apply Diff Patch menu item
should be under the Versioning menu.

Apply Diff Patch should be available in Versioning menu somewhere.

Do we know where to put it? We will have to put it either at the top or at the
bottom - before or after items from a selected versioning system. Still planned
for M10 but we have to decide soon.

It is in the Versioning menu now under all versioning systems.

But the final NB_usability decision is to be alone respective out from Versionig
settings. It supposes to have it alone in Miscellaneous tab with name "DIFF".
