In both Simplified Chinese and Japanese locales (might be in other non-English
locales as well), when creating new UML project the Create New Diagram dialog
never shows up.

Repro steps:
- make sure the non-English locale is properly setup
- create a uml java-platform project
- after pressing the Finish button, the Create New Diagram dialog appears in
English locale but not happening in non-English locale

on solaris in ja locale, I dont see this happening using a 0302 uml.

Restoring original priority and using the standard NB waiver process.

Diagram area bugs waived for 6.0 will also be waived for 6.1.

verified in build 20080814 on Solaris 10 x86 (zh_CN locale).
verified in 6.5 Beta build on Windows XP (ja_JP locale).
