VWP: 070226_2

Steps to reproduce:
1) From NB5.5, import AJAX complib
2) Create a complib project
3) Import the user settings to NB 5.5.1
4) From NB5.5.1, open the existing complib project
5) AJAX components are missing in the palette window
6) Comparing the userdirs of NB5.5 and NB5.5.1, 
     - in 5.5.1dev/config CreatorDesignerPalette and CreatorDesignerPalette5 
          directories somehow are not copied over from the .netbeans/5.5/config

Consider this a regression since something that used to work in 5.5 no longer does.

It's a palette migration issue. The complib part of it is already working.

Chau,

  I had just verified the fix in NB 200703050600 with VWP 07305_2.  It is now
working.
