Steps to reproduce
1) Create an Enterprize application
2) Create a new EJB module for that Enterprize application
3) On the EJB module, right click selct new then WEb Service
4) Give the web service a name and a package then click Finish

After the tool completes, notice that there is NO web service created under 
the Web Services branch.
