Description:

When Global Action List is opened (by context menu invoked in inspector win),
it's initial position is in the top left corner. Should be in the middle of screen.
Also I prefer larger size of this window. As default, there is large amount of
actions in project and if they are displayed in larger window, it create better
feeling of it for the user.

now Application Action Editor (Global action list) is docked and can't be opened
as stand-alone window, so this issue is outdated. I mark it at worksforme
