please change to correct category and subcat if not part of utilities

this is the problem window in nb6 - the column names are not from bundle
so can't be localized.

Also, please check code to verify that other info that might show
in these columns and window that would be translatable will be from
bundle files.  I can't find functional spec on it - ptr to that will
be helpful.

I do not know which category is correct. I was told that the Problems Window had
been removed some 2 days ago.
