What is the impact on this? Is this issue on JAXWS side or webservices code? Is
this really a P3 then?

The impact is not so critical.
The WsdlModeler doesn't fire events reliably when in case there are multiple
requests at a moment. We have no real problems with that except of tests.
Anyway, I am incresing priority, because of broken tests.

This threading issue needs to be fixed together with issue 95268.
