Description:
q1b, creator pack 0802_9

-on Solaris, the background color of style builder icon is distinguishable when the 
 csseditor comes up with the style builder sharing the window because the 
 background is highlighted, e.g. same as active page tab in webform

-on Windows, the background color of the style builder icon does not match
 the active page tab of the webform and is indistinguishable.

Evaluation:
This is not the problem with the Style Builder icon, but that is the way Swing
Toggle button behaves in windows look and feel and Motif look and feel.
Unfortunately, we can't change the swing behavior.
