When creating the WSDL using the "New WSDL Document" wizard, the default style
for SOAP binding is RPC literal.

Can we make this Document Literal.

This is because doc-literal is now the most prevalent style for webservice and
this change will make it harder for people to make mistakes by choosing the
default setting without thinking.

This is a duplicate of 85609. We will try to fix this in this release.
