Please create a setup wizard panel that will show on the first startup and will
allow the user to select working directory (instead of $NB_HOME/Development) and
also libraries (Jars).

The purpose of this panel is
1. we can delete the Development directory (which is ugly)
2. we should introduce newbie into the filesystems terminology

Btw. it should be possible to mount any type of filesystem (CVS, etc.) so you
might consider reuse of FileSystem property editor (via PropertyPanel).

I am not sure about the priority but it would be very pleasant if we had this
done before 3.2 release.

Target milestone was changed from not determined to TBD

New project infrastructure made this issue 
obsolete. Startup wizard to setup filesystems 
is called "New Java Project Wizard" or 
something like that.
