Apparently, VWP is not populating the web.xml properly. See bug: 6499014 for more information. The work around is to use <context-param> <param-name>com.sun.webui.theme.SUPPORTED_LOCALES</param-name> <param-value>en,ja</param-value> </context-param> Expecting a fix from Woodstock team to get these information from faces-config file. In woodstock this is an RFE (6501096), so changing this issue also an enhancement.
