We have reports from three nbusers regarding degradation of performance while in
css editor.

QA has replicated the problem.

Here is a repeatable scenario:

1. Create 3 new fragments on a page. Add one button to each fragment.
2. In the Project Navigator, copy and paste page1 to get page1_1,
   page1_2. Total 3 pages only.
3. Double click on stylesheet.css, start typing and watch 
   responsiveness crawl.

The above is a simple yet reasonable scenario as multiple fragments 
are often used for headers and footers of a page.

Winston has checked in a fix to VWP 5.5.1.
