Description:
shortfin buildd 061005_5 on XP

 Why New> File> WebServices is not enabled on VWP ProjectNode?
> We could then create webservices inside the same VWP project.
> This feature is available in Enterprise/Vanilla-WebProject.

Because for short fin we were going to implement only the web service consumption.
