Currently the global action list is accessed using a context menu in the form design area.  It should have a 
permanent location. Suggestions have included adding a node to the Projects tree view and new 
TopComponent listed under the Window menu.

We have decided to put the global action list in the Window menu and have it dock next to the Output 
window.

Description:

Now if application action editor is opened for the first time, it's docked
rightly as output win. But it lost it's usual property. Mainly every win
remembers its last position that means when I move output win in place where
properties win usually is (on the right side of IDE) and later close it, again
opened output win is placed on its last position. Application Action Editor is
always opened at the bottom of IDE despite it was moved before.

This is fixed now.
