it worked in 20070117_3.
REGRESSION since Coco.

user can't copy element from one diagram to another.

steps:
- create uml project with two diagrams.
- put element on one diagram
- copy it (with context menu or with shortcut)
- switch to another diagram
- paste element.
cursor changes it's state to 'paste'.
But nothing is pasted.

user may drag-n-drop elements from tree.
But it is not a workaround, because elements formatting and layout will be lost.

It's a side effect of the fix for issue 92846.

Fixed the root cause of this issue and did NOT reverse the fix for 92846.
