I suggest to not show the legend explaining colors in the diff viewer. We don't use a legend for explaining 
colors nor badges on other places. Also putting the legend into the toolbar might look like it's some kind 
of control button the user can click on.

To have the tooltip may be is not possible. I removed the legend. It fixed.
