In BPEL Editor Design view, the Minimum Zoom value is only 33%. Click "Fit
Diagram" may not view the entire diagram in the Editor window. But it is written
in Help document.

Irina, please update docs. "Fit Diagram" button just tries to fit diagram, if it
is impossible, it sets minimum zoom value, to show as big part of diagram as 
possible. Same statement is correct for "Fit width" button also.

Modified the online help topic: Navigating in the BPEL Design View

"Click Fit Diagram to scale the diagram to fit the window. 
Click Fit Width to scale the diagram width to fit the window. 
Note: the minimum scale size is 33% and some large diagrams might not fit
entirely the window."

Verified the fix is in Gavotte milestone 6a (build 070209)
