reproducible with 061213

steps:
1. extract and burn attached project to CD (or mark as read-only all
files/folders in the project and change owner on unix system)
2. open the project (see issue 91398)
3. invoke 'Generate Model project on the report'
a lot of errors are logged to output window and a lot of exceptions appears as
windows/blinking circles in ide

Reporting should check write ability before generation and do not throw exceptions.

reporting feature has not yet been implemented in 6.5.
