This is one of the regressions tracking issues after Retouche integration.
The Hints have to be reimplemented by the new SPI.

Final fix depends on issue #89828 however the main work can be done even now 
when the new Hints SPI is private yet.

Subject of issue #89828 has been changed to "Editor Hints SPI is inadequate" and
became real blocker of this issue.

most of the work is done however Hints SPI is still private

This isse is fixed.
