In issue #87760 there is described that the NetBeans Module Refactoring should
be removed from update center. There are probably some other modules that should
be removed from update center due to similar problems - see issues 87761, 88125,
89667.

All modules are periodically refreshed if there was no change in specification
version number after 15 days since last successful build. In other words this
has been fixed already by waiting.
