If 'Compartment | Customize...' was invoked for diagram element, then
'Customize' dialog was closed (Ok or Cancel), A11Y shortcuts do not work for
diagram elements.
- the same element is selected, but Shift+F10 doesn't work
- Tab doesn't move focus

workaround: press Esc and then Tab to select element.
Now shortcuts will work.

Restoring original priority and using the standard NB waiver process.

Diagram area bugs waived for 6.0 will also be waived for 6.1.

Compartment customization has not yet been implemented in 6.5.

This issue is no longer valid in uml 6.5 for the menu item "Compartment->Customize" has been removed from the popup menu.

verified in NB 6.5, compartment customization is no longer supported in NB 6.5.
