reproducible in ide-coco-061108_9

If user resizes element using mouse - minimal size = 0
using keyboard (Shift+Alt+Arrow) = 6 to 10
using Set Dimensions dialog = 25

keyboard and dialog will use 5 units as minimum.
mouse should limit minimum size to 5 units.
