only [release31](28)

If file is read-only (.form or .java):
you can add new event, if you click right button in window(form editor)
(top-component),item Events should view only events which is in component before
open, but pop-up menu allow add new events.

Resolved for 3.3.x or earlier, no new info since then -> closing.
