currently user have to make a lot of actions to return to tab order after link
selection, when most expected behavior is pressing tab to continue or may be ESC
(because links behave like a subselection of element) i.e. just one click.

Workaround: use context menu to select source or target element

Restoring original priority and using the standard NB waiver process.

it's not valid any more. tab logic was changed in 6.5.
still have some usability issues but not this one.
