Everytime I startup NB, all toolbars are active, even though I saved the
project after enabling/disabling the toolbars the way I like it. This wasn't
the case in build 16, which was the previous version I had installed.

I cannot reproduce described behaviour, things are working well for me in latest
3.1 and latest development build.
Please, reopen this bug if you still have problems with it and try to describe
the steps that lead to wrong behaviour. Attach IDE log, specify if this
happens with clean build or after projects import from older version, etc....

Resolved for 3.4.x or earlier, no new info since then -> verified.
