The installer executables for Windows should be digitally signed. Digital 
signatures will help ensure both integrity of the download and authenticity of 
the download.

Digital signatures on all executables would also allow windows Group Policy to be configured to allow users to install and update to future versions of NetBeans without administrator intervention.
