reproducible in coco build 061030_8.
it is a regression from milestone17 (061029).

MissingResourceException appears after 'Next' is pressed on 'Choose Project'
step in project creation wizard.
Exception blocks new UML project creation.

verified in ide-coco-061031_3-ml.
this is not reproducible.
But new issue 88397 was filed.
