The apisupport/refactoring module was excluded from daily builds because it
depends on JMI. Please rewrite it to new java infrastructure based on retouche.

partially done.
Where Used and Safe Delete are back.
Rename and Move are partially rewritten but not enabled as there are issues that
I'm not capable of resolving right now (due to lack of understanding of the way
refactoring works/should work)

I think DEFECT is reasonable, in that if it is not accomplished, it is a
regression in significant functionality.

ok if it's P1 defect it has to be waived or fixed for M9.

done. rename and move still not functioning, however they were broken in old version (5.5) as well apparently.
