In the options if you set the default browser to Swing HTML Browser.
Then in your code click on something like substring and right mouse click "Show 
Java Doc" or ALT-F1 it will bring up the java doc for substring.  While in that 
window which opens in netbeans click say string at the top to go to an upper 
level description.  You will get a outofbounds exception.  When using explorer 
or firefox as the default browsers this error is not repeatable.
